The California Building Code currently requires more than one stairway for buildings over three stories tall. This limits the feasibility of redeveloping small lots at a higher density. AB 835 was signed into law in 2023 and requires the State Fire Marshall to study equivalencies for fire safety to allow taller single-stair residential buildings. If implemented, these reforms could help boost the development of small infill housing in San Francisco.
